Traffic related data for planning and analysis was traditionally obtained by conducting traffic surveys manually through regional transport authorities. To standardize the process of data collection and creating of central data repository, MoRTH envisaged to conducting traffic surveys on National Highways using Portable Automatic Traffic Counter and Classifier (ATCC) Systems.
Automatic Traffic Counter and Classifier (ATCC) is capable of counting vehicles according to their class with help of different non-intrusive technologies such as infrared sensors, Pneumatic tubes etc.
The need for information on truck volumes and freight movements is growing as highway engineers realize the importance of truck volume and operating characteristics on the geometric and structural design of roadways and bridges.
- Calculation of APC (Annual Potential Collection) on toll plazas at national highways.
- Scheduling the resurfacing, reconditioning, and reconstruction of highways
- Development of weight enforcement strategies
- Analysis of alternative highway regulatory and investment policies.
IHMCL was assigned to manage this project. Over 5100 locations (subject to change as per requirements), were identified for conducting traffic surveys using portable ATCC systems. Seven-day traffic surveys at these locations would be conducted twice annually.
Considering time of completion, capability of agencies to execute the work and to provide increased opportunities for participation, these survey locations were divided into ten zones, consisting of around 400-500 survey locations each. The Data Hosting and Validation Centre for Traffic Surveys is operational at New Delhi, and traffic surveys have been started in all 10 zones. Further the works of conducting traffic surveys and managing Data Hosting and Validation Centre – for auditing and data compilation and analysis –was awarded to separate agency.
